following persons form the nucleus of our organization: Bill Bartley, P.E., founder and chairman, learned when he was just out of college the secrets of manufacturing engineering as he began his industry career at one of the country's high-tech leaders, Texas Instruments. He has become a specialist in the application of integrated-circuit chips for which TI is famous.. A distinguished military graduate before entering industry, Bill was both a jet and helicopter pilot and served as communications officer for a major base in the Middle East; now, an active general-aviation pilot, he holds commercial and flight instructor (CFI) ratings. Bill transferred his knowledge of integrated-chip technology from TI to the design of satellite hardware and software at the University of Texas-Dallas later to be successfully flown on NASA vehicles. As a result of that work he was recruited by the prestigious National Academy of Sciences in Washington DC where he directed consultative studies for the NAS-NAE-IOM and the National Research Council. The quality of these studies attracted attention at The White House and led to the first of two postings there and began his period of public service that included a diplomatic assignment in Europe dealing with international health and arms control. Before leaving government and establishing his own company, he acted as director of energy trade policy in the Office of the U.S. Trade Representative (USTR) and as science advisor in Oceans, Environment and Science (OES), Department of State. And, yes, Bill is very much involved in his community and church, providing direction for the renovation and expansion of a state-of-the-art library and design of a new wing with advanced exhibits soon be added to the Frontier Times Museum located in Bandera, Texas. Currently he is providing leadership for a church endowment at St. Christopher's parish in Bandera as well as a library endowment through the 501(c)(3) Friends of the Kronkowsky Library of Bandera County, TX. Bill holds undergraduate and advanced degrees in electrical engineering and, at the young age of 34, was listed in American Men & Women of Science and in MARQUIS Who's Who in Engineering and Science. Dee Bartley, Bill's wife and an associate in the Group, began her career with the Department of Defense -- first with an Air Force command assignment in the Middle East and later at the Naval Intelligence offices in Dallas, Texas. From there, Dee became assistant to the president of the University of Texas-Dallas. During her work in academe, she did book manuscript writing in the scientific field. Following a move to Washington, DC, Dee worked on Capitol Hill at the U.S. Senate where she served as appointments assistant to several senior Senators. Later, she had assignments in Geneva, Switzerland, serving as protocol assistant at the U.S. Mission and special assistant to a number of U.S. ambassadors. Returning to Washington, Dee accepted an appointment to the U.S. Senate professional staff and traveled extensively with the Senate leadership to countries in both Western and Eastern Europe as well as to Mexico and South America -- these trips were dedicated to promoting increased trade with the United States. Upon return to Texas, Dee served as a trustee and an officer of the Frontier Times Museum and she continues her fund-raising leadership in the community, working on the 501(c)(3) Friends of the Kronkowsky Library of Bandera County, TX. As a result of her impressive biographical background she is listed in MARQUIS Who's Who of American Women. |

Bill and Dee Bartley, who both grew up in small towns in Michigan and Texas respectively, are easy to talk to and offer very fresh and young-thinking ideas for presentation of new products and services. Both travel internationally and have a wide range of contacts overseas, but also follow with keen interest every day what is happening in the U.S. market and are good judges of trends. Bill's background -- that even includes official visits to high-energy physics accelerators in Russia and China and lecturing on cosmic-ray physics at CHUNGDU UNIVERSITY OF SCIENCE AND TECHNOLOGY, Chungdu (Mainland China) -- is rich in content as is his wife's from her postings overseas, with the U.S. Senate and work in academe.
